yo ’smin snātvā mad-ākrīḍe
devādīṁs tarpayej jalaiḥ
upoṣya māṁ smarann arcet
sarva-pāpaiḥ pramucyate

Translation
If one bathes in this place of My pastimes and offers the water of this lake to the demigods and other worshipable personalities, or if one observes a fast and duly worships and remembers Me, he is sure to become free from all sinful reactions.

The Lord also declared, “If one takes a bath in the Kāliya lake, where My cowherd boyfriends and I have bathed, or if one fasts for a day and offers oblations to the forefathers from the water of this lake, he will be relieved from all kinds of sinful reactions.”
Purport
According to the
ācāryas,
the Lord spoke this verse to make it clear to Kāliya that he could by no means remain in the Yamunā lake. Although the Lord had mercifully pardoned the serpent and ordered him to go to the ocean with all his associates, Kāliya should not even consider requesting to remain in the lake, because it was now to become a holy place for spiritual pilgrims.

"For these reasons you should leave this lake. Here people bathe, perform tarpana, fast, meditate and worship me to free themselves of sin. If you stay they cannot do this."

By offering water etc, one becomes free of the effects of poisonous water. If one fasts in a holy place, thinks of me and worships me, he becomes free of three types of sin along with the desires as well (pra—mucyate).

“Since the lake has been contaminated with poison by us how can the humans and animals now use it?” The Lord offers Kāliya a blessing in order to purify the lake.
By offering water or bathing at this place one becomes free of the effects of poisonous water. If one fasts for Ekādaśī at this place, thinks of me and worships me, he becomes free of three types of sin along with the desires as well (pra—mucyate). Or he becomes freed from all peopḷe who are opposed to me (sarva-pāpaiḥ). He will be free from seeing non-devotees.
