Translation
O mother Devakī, by your good fortune and ours, the Supreme Personality of Godhead Himself, with all His plenary portions, such as Baladeva, is now within your womb. Therefore you need not fear Kaṁsa, who has decided to be killed by the Lord. Your eternal son, Kṛṣṇa, will be the protector of the entire Yadu dynasty.

O mother Devakī, by your good fortune and ours, the Supreme Personality of Godhead Himself, with all His plenary portions, such as Baladeva, is now within your womb. Therefore you need not fear Kaṁsa, who has decided to be killed by the Lord. Your eternal son, Kṛṣṇa, will be the protector of the entire Yadu dynasty.

“Dear Mother Devakī, within your womb is the Supreme Personality of Godhead, appearing along with all His plenary extensions. He is the original Personality of Godhead, appearing for our welfare. Therefore you should not be afraid of your brother, the King of Bhoja. Your son Lord Kṛṣṇa, who is the original Personality of Godhead, will appear for the protection of the pious Yadu dynasty. The Lord is appearing not alone but accompanied by His immediate plenary portion, Baladeva.”
Devakī was very much afraid of her brother Kaṁsa because he had already killed so many of her children. So she was very anxious about Kṛṣṇa. In the Viṣṇu Purāṇa it is stated that in order to pacify Devakī, all the demigods, along with their wives, used to visit her to encourage her not to be afraid that her son would be killed by Kaṁsa. Kṛṣṇa, who was within her womb, was to appear not only to diminish the burden of the world but specifically to protect the interests of the Yadu dynasty, and certainly to protect Devakī and Vasudeva. It is understood that Kṛṣṇa had been transferred from the mind of Vasudeva to the mind of Devakī, and from there to her womb. Thus Devakī, the mother of Kṛṣṇa, was worshipable for all the demigods.
Purport
The words
paraḥ pumān aṁśena
signify that Kṛṣṇa is the original Supreme Personality of Godhead. This is the verdict of the
śāstra
(
kṛṣṇas tu bhagavān svayam
). Thus the demigods assured Devakī, “Your son is the Supreme Personality of Godhead, and He is appearing with Baladeva, His plenary portion. He will give you all protection and kill Kaṁsa, who has decided to continue his enmity toward the Lord and thus be killed by Him.”

To console Devaki, they now praise her. "The Lord has appeared in your womb along with Baladeva (amsena)." Or the sentence can also mean "The Lord (saksat bhagavan), whose as amsa is the para puman, the one who glances over prakrti (Mahavisnu), has appeared in you womb to bestow auspiciousness. (bhavaya)."

Having praised the Lord while being invisible to others, the devatās then pacified Devakī who was astonished by their presence. O mother! She was most respectable because she was the mother of the Lord. Though it was said that she held the Lord in her mind, the Lord then appeared in her womb (kukṣi-gataḥ). Thus it became suitable for the devatās to address her as a mother. The Supreme Lord Svayam Bhagavān, endowed with all powers--not his expansion , appeared in her womb along with Balarāma (aṁśena). It should be understood that he appeared within her in order to be born. He has appeared for our benefit. What to speak of appearing for your and Vasudeva’s benefit, he has appeared for us (naḥ) also. Or he who previously appeared for our benefit as expansions like Matsya and other forms has not appeared in your womb directly as Svayam Bhagavān. This is real good fortune. “But I am afraid of the evil acts of Kaṁsa.” To her fear, they reply that he is about to die (mumūrṣoḥ). His actions will soon bring about his death. Do not fear him. “But I do not know how much disturbance he will cause.” They reply that he is the protector of all the Yadus, what to speak of being the protector of Vasudeva and you who are close to him. In this way the devatās constantly praised her.
adṛṣṭaiḥ puruṣair strībhir devakīm devatā-ganāḥ
vibhrāṇāṁ vapuṣā viṣṇuṁ tuṣṭuvus tām aharniśam
