Translation
Seeing them bow down like that, the Supreme Personality of Godhead, the son of Devakī, gave them back their garments, feeling compassionate toward them and satisfied by their act.

Kṛṣṇa became very ingratiated and satisfied by the simple dealings of the gopīs, and He immediately delivered their respective garments, one after another.

Krsna then gave all their garments , including the top portions, because he was pleased that they had done as he wished.

Offering respects as he had said (tathā), he gave them with prema (pra—yacchat), getting down from the tree, all their garments, both lower and upper pieces because he was merciful at all times but was pleased particularly by their actions. Because of the young gopīs desire to see him, he revealed his fickle nature as a young boy, though it also revealed his nature as a gallant. He developed great desire by their special condition of pūrvānurāga filled with great pain, which made them overcome their shyness and pride. Śukadeva calls Kṛṣṇa the son of Devakī because of Parīkṣit. He was the great grandson of Kuntī and grandson of Subhadrā. Śukadeva derived pleasure from this lineage. Devakī was Parīkṣit’s great grandmother. At the beginning of the Tenth Canto Śukadeva noted Parīkṣit was overcome by Kṛṣṇa’s prema. You should consider now the greatness of these gopīs who were made unsteady by his prema. Addressing Kṛṣṇa as the son of Devakī should be explained in this way in other places as well.

When they offered respects as he had instructed (tathā), getting down from the tree, he gave them (pra—yacchat), all their garments, both lower and upper pieces while calling to them affectionately.
Or for fun he switched their clothing around to please them. It is understood that he descended from the kadamba tree. He gave them the cloth because he was merciful (karuṇaḥ). He was pleased by nature because he wanted to manifested unlimited qualities as bhagavān. For that he was born from Devakī (devakī-sutaḥ). The meaning of Devakī was explained previously. He was satisfied with their vow or for abiding by his own words.
