Translation
Their lotus faces blooming with affection, the ladies who had climbed to the roofs of the mansions rained down showers of flowers upon Lord Balarāma and Lord Kṛṣṇa.

After going up on the roofs of the palaces of Mathurā, the ladies, their faces joyful, began to shower flowers upon Kṛṣṇa and Balarāma.

The women began to shower flowers in the form of their smiles, or showered the flowers in the form of actions indicating their love.

The sign of disappearance of suffering is shown. Previously it was said that the women climbed on the roofs. Here it is described that they climbed to the very top of the buildings. This shows their extreme zeal. They completely (abhi) covered (varṣan) Kṛṣṇa and Balarāma with flowers since the two were together (but they fell in love with Kṛṣṇa). Or they showered both because Balarāma, being his elder brother, was identified with Kṛṣṇa. The word pramadā (women) also suggests they had strong (pra) desire (madā). They showered flowers because they no longer had fear of Kaṁsa since Balarāma manifested strength (bala) and Kṛṣṇa showed himself as the killer of Keśī (keśava). In fact no one had fear of Kaṁsa at this time. The word bala is placed first because being elder, Balarāma walked in front.
