Translation
Thus requested by the Supreme Lord, who is perfectly complete in all respects, that arrogant servant of the King became angry and replied insultingly.

Kṛṣṇa was not a beggar, nor was He in need of clothing, but by this request He indicated that everyone should be ready to offer Kṛṣṇa whatever He wants. That is the meaning of Kṛṣṇa consciousness.
Unfortunately, this washerman was a servant of Kaṁsa and therefore could not appreciate the demand of Lord Kṛṣṇa, the Supreme Personality of Godhead. This is the effect of bad association. He could have immediately delivered the clothing to the Supreme Personality of Godhead, who promised him all good fortune, but being a servant of Kaṁsa, the sinful demon could not accept the offer. Instead of being pleased, he was very angry and refused the Lord’s request, saying,

Kṛṣṇa, Bhagavān, who is complete in all ways, requested him. This means that Kṛṣṇa simply asked him to see the washer man’s reaction (not because he needed anything). Viṣṇu Purāṇa describes his wicked nature. Kaṁsasya rajakaḥ so ‘tha prāsādāruḍha-vismayaḥ: Kaṁsa’s washer man who was going to the palace became astonished. Another version has sudurmukhaḥ (speaking rudely) instead of sudurmadaḥ (proud). Hari-vaṁśa says prāptāviṣṭāya murkhāya sṛjate vāṅmayaṁ viṣam: he began speaking poison in order to attain the destination desired by the foolish.

Kṛṣṇa, Bhagavān, who is complete in all ways, requested him. He did not need any cloth. He was an ocean of sweetness capable of instantly manifesting unlimited excellent cloth. He asked because he was the Lord who had appeared to relieve the earth of its burden. This would produce a cause of killing Kaṁsa. Or the cause of his being completely was that he was full of all powers (bhagavān).
The washerman spoke distinctly. He spoke insultingly because he was a servant of Kaṁsa and was very wicked (su-durmadaḥ).
