Translation
[Śukadeva Gosvāmī continued:] O best of kings, having spoken these words, Sudāmā could understand what Kṛṣṇa and Balarāma wanted. Thus with great pleasure he presented Them with garlands of fresh, fragrant flowers.

The florist, Sudāmā, was greatly pleased within his heart by seeing Kṛṣṇa and Balarāma in his place, and thus, as his choicest desire, he made two exquisite garlands of various flowers and presented them to the Lord.
Purport (Visvanatha Cakravarti Thakura)
"O Sudama, do whatever you intend to do. That is my order. It will be very good if you do that." Understanding that Krsna’s order would be to get a garland, since that was the garland makers job and desire, he gave an excellent garland, extremely fragrant, attractive, soft, of pleasing flowers. The singular is used, though he gave two garlands, one to each brother, because he selected the best garland among all his garlands for Krsna without others noticing.

Because of shyness, Kṛṣṇa and Balarāma did not directly say they wanted the garlands but since they came to the house of a garland maker, he understood their desire by Kṛṣṇa’s glance at an unfinished garland. O king! Such a garland is rare even for a king. Or rajendra indicates that the garland maker was most fortunate, like a king. The garland was endowed with good color, softness and other qualities or was auspicious because of its qualities. He gave garlands which were suitable for the Lords (vi—racitām), better than previous garlands suitable for kings. He gave Kṛṣṇa one such garland and others as well. The garland was superior to previous garlands. Another version has viracitā. He gave garlands among all those made by his family to the two boys who came suddenly. He gave garlands which had been made quickly for worship. Otherwise the word viracitā would be meaningless in the verse. He gave with great pleasure. Viṣṇu Purāṇa says:
tataḥ prahṛṣṭa-vadanas tayoḥ puṣpaṇi kāmataḥ /
cārūṇy etānyathaitāni pradadau sa pralobhayan
With smiling face, with great greed, he gave the two boys beautiful flowers.
