"When the night broke and the sun rose from the water" refers to a vedic verse. "May the red eyed, most excellent, omniscient sun, rising up from the great ocean, purify the universe."

When the night passed, and dawn appeared (vyuṣṭāyām), and the sun rose from the sea, visible to those on the shore, it was also visible to those in Mathurā. This indicates that very quickly the morning appeared. He prepared for the great festival of wrestling, preparing for his own death. Amazed at such foolishness, Śukadeva calls out to Parīkṣit.

When the sun completely rose, Kaṁsa began arranging for the festival, because daylight was best for making arrangements, because he had been lost in thought, or because he was delaying. The wrestling was joyous since it was a method of killing his enemies. He made the festival in order to have the wrestling match. Vai means well known. It was actually a method of getting himself killed. Amazed at such foolishness of persons like Duryodhana, Śukadeva calls out to Parīkṣit (kauravya).
