Translation (Visvanatha Cakravarti Thakura)

[The people said:] These two boys are certainly expansions of the Supreme Lord Nārāyaṇa who have descended to this world in the home of Vasudeva. KB 10.43.23 They thought that Kṛṣṇa and Balarāma were two plenary incarnations of the Supreme Personality of Godhead, Nārāyaṇa, who had appeared in Vṛndāvana.

Purport (Visvanatha Cakravarti Thakura)

For the audience, Krsna and Balarama appeared to be amsas of Narayana.

Purport (Jiva Goswami)

Eight verses describe what they said. They have appeared as direct portions of the Lord who by his very nature is endowed with all powers (bhagavataḥ), who is attractive with all desirables and takes away all suffering (hareḥ), since he is the shelter of all jīvas (nārāyaṇasya). They are not śaktyāveśa forms. Thus they will give all desirables. They have now appeared in Mathurā (iha) and in the house of Vasudeva. This shows the Lord’s favour towards the people of Mathurā. They have appeared in the house of Vasudeva, not born from a womb, since they cannot undergo material transformations as expansions of Nārāyaṇa. Another hidden meaning is: they have appeared in the house of Vasudeva who is a portion of the Lord, since the Lord is endowed with all powers.
