Translation
O King, because Rukmī envied the Lord, he forbade his family members to give his sister to Kṛṣṇa, although they wanted to. Instead, Rukmī decided to give Rukmiṇī to Śiśupāla.

All of the relatives of King Bhīṣmaka decided that Rukmiṇī should be given in marriage to Kṛṣṇa. But her elder brother Rukmī, despite the desire of the others, arranged for her marriage with Śiśupāla, a determined enemy of Kṛṣṇa.
Purport
Rukmī abused his position as elder brother and acted with impure motives. He would only suffer for his decision.

Ignoring the relatives and elders like father who wanted to give Rukmini to Krsna in marriage, Rukmi on his own initiative prevented her from marrying Krsna and decided to giver her to Sisupala in marriage.

The reason for the quick marriage is given. Her parents wanted to give her to Kṛṣṇa. The possessive case is used (bandhūnām) to indicate that Rukmī did not show respect for their desires. Śukadeva also shows by this that Bhīṣmaka had proper qualities. Śrīdhara Svāmī also explains this in his commentaries on SB 10.53.7 and SB 10.53.35. Rukmī prevented them from doing this. Śukadeva calls out to Parīkṣit in astonishment, “O king!”
