कृष्णान्तिकमुपव्रज्य दद‍ृशुस्तत्र रुक्‍मिणम् । तथाभूतं हतप्रायं द‍ृष्ट्वा सङ्कर्षणो विभु: । विमुच्य बद्धं करुणो भगवान् कृष्णमब्रवीत् ॥ ३६ ॥

kṛṣṇāntikam upavrajya dadṛśus tatra rukmiṇam tathā-bhūtaṁ hata-prāyaṁ dṛṣṭvā saṅkarṣaṇo vibhuḥ vimucya baddhaṁ karuṇo bhagavān kṛṣṇam abravīt

Translation

As the Yadus approached Lord Kṛṣṇa, they saw Rukmī in this sorry condition, practically dying of shame. When the all-powerful Lord Balarāma saw Rukmī, He compassionately released him and spoke the following to Lord Kṛṣṇa.

KB 10.54.36 When the commanders of the Yadu dynasty came back to see Kṛṣṇa, they were all surprised to see the condition of Rukmī. Lord Balarāma became especially compassionate toward His sister-in-law, who was newly married to His brother. To please Rukmiṇī, Balarāma personally untied Rukmī, and to further please her, Balarāma, as the elder brother of Kṛṣṇa, spoke some words of chastisement.

Balarama took in his own hand the cloth that Krsna was holding in his left hand, and let Rukmi loose from his noose.

The Yadu heroes saw Rukmī in that disfigured condition, almost dead from shame. “But it is not proper to release such an offender.” Balarāma was omniscient (bhagavān) and like Rukmiṇī he knew the suffering of Rukmī and the future pastimes of Kṛṣṇa. Therefore he showed mercy since Rukmī was related to Kṛṣṇa’s first wife. Seeing both Kṛṣṇa and Rukmiṇī, Balarāma, filled with shame, spoke to them both. Kṛṣṇa only is mentioned, since Balarāma spoke to him mainly.

Purport (Sanatana Goswami)

They saw Rukmī with his shaved heard. Balarāma had a different bhāva from Kṛṣṇa since he was the elder brother (vibhuḥ). Thus he released him with affectionate words. “But it is not proper to release such an offender.” He was merciful. He was omniscient (bhagavān). He knew that if he spoke to Kṛṣṇa roughly and spoke to Rukmī with affection he would relieve Rukmiṇī of lamentation.
