Devakī, Vasudeva, Kṛṣṇa, Balarāma and all the women of the palace, especially Queen Rukmiṇī, embraced the young couple and rejoiced. KB 10.55.38 One after another, all the members of the family—Devakī, Vasudeva, Lord Śrī Kṛṣṇa, Lord Balarāma, Rukmiṇī and all the women of the family—embraced Pradyumna and his wife, Māyāvatī.

Purport (Jiva Goswami)

Devakī is mentioned first since she had most affection as the paternal grandmother. Balarāma is mentioned last since he arrived last. The queens with Rukmiṇī are mentioned at the end because they remained behind in order to embrace him for a long time. Or they arrived late because of attachment, which made them helpless from their great affection. Or the women desired to please the couple in front of all the others.
