Translation
When the citizens had finished worshiping the demigoddess, she spoke to them in response, promising to grant their request. Just then Lord Kṛṣṇa, who had achieved His purpose, appeared before them in the company of His new wife, filling them with joy.

The goddess was satisfied by the prayers of the citizens of Dvārakā, and she immediately offered them her benediction. Simultaneously, Kṛṣṇa appeared on the scene, accompanied by His new wife, Jāmbavatī, and all the inhabitants of Dvārakā and relatives of Kṛṣṇa became joyful.

With the granting of blessings "Krsna will appear soon," Krsna appeared along with his wife. Instead of "asisa sa ca"(blessing) sometimes the word asisa asava is seen in the verse. then the verse means "with the granting of blessings, Krsna who was dear as life to everyone, appeared."

The word tu indicates an exceptional circumstance. By worshipping devatās the Lord does not appear to ordinary people. It is said devān deva-yajo yānti: worshippers of devatās attain the devatās. However when the people of Dvārakā worshipped Durgā, Kṛṣṇa appeared. In worshipping her, the people had only prema for Kṛṣṇa, who himself acted in pastimes with an appearance of ordinary dealings. Durgā attained qualification by the relationship with them. Whatever blessing she gave came true. Kṛṣṇa’s goal was to retrieve the jewel, give mercy to Jāmbavān, win Jāmbavatī as a bride, and refute Satrājit’s claim. He had attained these goals (siddharthaḥ). He appeared with his wife suddenly. Thus it is possible that he came on Garuḍa.
