Translation
Fallen on the ground, Bhaumāsura’s head shone brilliantly, decorated as it was with earrings and an attractive helmet. As cries of “Alas, alas!” and “Well done!” arose, the sages and principal demigods worshiped Lord Mukunda by showering Him with flower garlands.

His head, illuminated by earrings and a helmet, fell down on the battlefield. On the occasion of Bhaumāsura’s being killed by Lord Kṛṣṇa, all the demon’s relatives screamed in disappointment, and the saintly persons glorified the chivalrous activities of the Lord. Taking this opportunity, the denizens of the heavenly planets showered flowers on the Lord.

The rsis and devatas shouted "Lamentable! Very good!" "Ha" usually indicates sorrow but here indicates condemnation according to Ksira swami. "Oh what a sinful person , disturbing the whole world! It is good that you have killed him." They covered Krsna with garlands.
Purport (Jiva Goswami)
The head was attractive to people because it was the head of a demon that had fallen on the ground. Though the Lord created beauty, now it was confirmed. Thus in joy the head is described as shining (samujjvalam). The earrings were somewhat a cause of the head’s shining. Some who were very sinful at that place shouted in condemnation “Hā, hā!” This is according to Kṣīrasvāmī. The sages said (verb should be added) in joy “Good!” The devatās like Indra, covering Kṛṣṇa with garlands, worshipped him.
