Translation
O supreme reservoir of love, unfortunate are they who even after obtaining Me, the Lord of both liberation and material riches, hanker only for material treasures. These worldly gains can be found even in hell. Since such persons are obsessed with sense gratification, hell is a fitting place for them.

“Persons who are engaged in My devotional service simply for the purpose of material gain and sense gratification are certainly very foolish, for material happiness based on sex life is available in the most abominable species of life, such as the hogs and dogs. No one should try to approach Me for such happiness, which is available even if one is put into a hellish condition of life. It is better, therefore, for persons who are simply after material happiness and not after Me to remain in that hellish condition.”
Material contamination is so strong that everyone is working very hard day and night for material happiness. The show of religion, austerity, penance, humanitarianism, philanthropy, politics, science—everything is aimed at realizing some material benefit. For the immediate success of material benefit, materialistic persons generally worship different demigods, and under the spell of material propensities they sometimes take to the devotional service of the Lord. But sometimes it so happens that if a person sincerely serves the Lord and at the same time maintains material ambitions, the Lord very kindly removes the sources of material happiness. Not finding any recourse in material happiness, the devotee then engages himself absolutely in pure devotional service.

It stands to reason that since Lord Kṛṣṇa is the source of all pleasure and all opulence, He Himself is the supreme pleasure and the most opulent. Therefore our real self-interest is to always engage in the loving service of Lord Kṛṣṇa. As Prahlāda Mahārāja says (
Bhāg.
7.5.31
),
na te viduḥ svārtha-gatiṁ hi viṣṇum:
“The ignorant do not know that their actual self-interest lies in attaining the Supreme Lord, Viṣṇu [Kṛṣṇa].”
According to Śrīla Viśvanātha Cakravartī, one can easily obtain female association and other sense pleasures even in hell. We have practical experience that even such creatures as hogs, dogs and pigeons have ample opportunity to enjoy sex. It is unfortunate that modern human beings, who have a golden opportunity to become Kṛṣṇa conscious, prefer to enjoy like dogs and cats. And this goes on in the name of material progress.

In this verse he elaborates upon what he said in the previous verse.
"Approaching me, from whom comes the inferior material wealth and the bliss of liberation, they still desire material things. They are unfortunate in desiring those things, because I am the giver (patim) of those goals, and because very easily one can attain material happiness, association with women by taking birth in lower species. For those souls who take the forms of pigs and other low creatures (niraye), being completely absorbed in sense enjoyment (matratmaktvat) , such birth is ideally suitable ( susangamah), because in that condition they can get happiness from association with women and other objects."

According to Śrīdhara Svāmī, apavarga-sampadam means “the Lord who possesses wealth along with liberation.” There is no contradiction according to the context of the verses. The Lord possessing wealth which is endowed with liberation is a contradiction. Apavarga means liberation and bhakti. Sampada means “what is produced.” Here it means material enjoyment in the second statement “they desire only material enjoyment.” Since the word is used twice in the sentence it should have the same meaning in both contexts. Lower birth (nirayaḥ), but splendid and delightful, is attained (su—saṁgamaḥ) by kings who desire material pleasure because they strongly desire the material enjoyment of that place.
Or, O angry woman! You are angry at me, the shelter of the highest prema, because of your worry of separation from me, though it was a joke. Controlling me, from whom comes a wealth (sampadam) of prema bhakti (apavarga), controlling me, the master of material wealth (tat-patim) mentioned in the last verse, they desire the wealth of household life. They repeatedly act for that, not for me. These people are unfortunate, devoid of impressions of excellent bhakti. Because of desiring such wealth, they reside in a place resembling hell. How can they be connected with my devotees? “If they simply desire wealth, why do they go to hell, full of agony?” Because they earn their wealth by sin (mātrātmakatvāt), these kings without effort attain (susaṅgamaḥ) hell.
Purport (Sanatana Goswami)
Some, attaining me, who can give the treasure of liberation or prema, who am their master, (tat-patim), since all the wealth is dependent on my desire, still desire wealth, and not me. They are unfortunate. I remove all faults and bestow all good qualities. Their wealth has no relationship with me. You are most fortunate to display anger with a desire to please me (mānini).
Or those who desire only material wealth are unfortunate. Or the verse condemns persons who desire liberation. Those who desire the wealth of liberation (apavarga-sampadam) are unfortunate because they do not have a wealth of prema (asampadaḥ) though they attain me, the giver of prema (tat-patim). Those who desire in this way and will go to hell are suited to hell. Or those who attain me as a husband have reached the highest goal. Those who desire the wealth of liberation (apavarga-sampadam) for attaining prema (sampade) are most fortunate (amanda-bhāgyāḥ).
