Translation
Your anger is meant for instructing everyone; it is not a manifestation of hatred or envy. O Supreme Lord, You sustain the pure mode of goodness, and You become angry only to maintain and protect this world.

“Our dear Lord, You have appeared on this earth in Your transcendental body just for the maintenance of the cosmic situation. You are above all anger, envy and enmity. Whatever You do, even in the form of chastisement, is auspicious for the whole material existence.
Purport
The Kurus admit that Lord Balarāma’s anger was entirely appropriate and in fact was meant for their benefit. As Śrīla Viśvanātha Cakravartī puts it, the Kurus meant to say, “Because You exhibited this anger, we have now become civilized, whereas previously we were wicked and could not see You, blinded as we were by pride.”

"The display of anger from you, who maintain sattva guna for maintenance, was only to teach us. What type the anger? That which has as its purpose (tatparah) to maintain respect for rules of conduct. Because you exhibited anger, we are now obedient. Previously we were polluted, and did not see you, being blinded by pride." Tat parah without the visarga would make the phrase a vocative: "O lord whose object is maintenance of correct behavior!"

Even your anger is for protecting the universe. Instead of khalu (certainly) sometimes akhila is seen. Your anger is for the purpose of teaching everyone. It is for everyone’s benefit since you are inclined to protect everyone during the time the universe remains (shtiti-pālana-tatparaḥ). Your anger is not because of hatred or envy since you nourish sattva-guna in the form of Viṣṇu. It is not just a favor you do. O Lord revealing natural power, pastimes and wealth (bhagavān)! You maintain the worlds because of your natural compassion for its people.
