Translation (Visvanatha Cakravarti Thakura)

In one place He was planning battles in consultation with some of His advisers, and in another place He was making peace. Somewhere Lord Keśava and Lord Balarāma were together pondering the welfare of the pious. KB 10.69.31 Somewhere else Nāradajī found that Lord Kṛṣṇa was engaged in discussing topics of fighting, and somewhere else in making peace with enemies. Somewhere Lord Kṛṣṇa was found discussing the ultimate auspicious activity for the entire human society with His elder brother, Lord Balarāma.

Purport (Jiva Goswami)

In some places he was desiring or beginning to start battles or make peace. He did such activities to bewilder even Brahmā (ka) and Śiva (īśa). Thus he is called Keśava. In some houses he was about to make war and in some other houses he was about to make peace. Instead of anyatra sometimes anyaiḥ is seen. He was thinking, “How to create auspiciousness for the Pāṇḍavas?”

Purport (Sanatana Goswami)

In some places he was desiring or beginning to start battles or make peace. He did such activities as the supreme Lord (keśavam). In some houses he was about to make war and in some other houses he was about to make peace. Or he did this in one house, with Balarāma.
