क्रियाकलापं परिधाय वाससी ।
चकार सन्ध्योपगमादि सत्तमो

kriyā-kalāpaṁ paridhāya vāsasī
cakāra sandhyopagamādi sattamo

Translation
That most saintly of personalities would then bathe in sanctified water, dress Himself in lower and upper garments and perform the entire sequence of prescribed rituals, beginning with worship at dawn. After offering oblations into the sacred fire, Lord Kṛṣṇa would silently chant the Gāyatrī mantra.

After His meditation, the Lord would regularly bathe early in the morning with clear, sanctified water. Then He would change into fresh clothing, cover Himself with a wrapper and engage in His daily religious functions. Out of His many religious duties, the first was to offer oblations into the sacrificial fire and silently chant the Gāyatrī mantra. Lord Kṛṣṇa, as the ideal householder, executed all the religious functions of a householder without deviation.

Śrīdhara Svāmī points out that since Lord Kṛṣṇa was in the disciplic succession from Kaṇva Muni, He offered oblations to the fire before sunrise. Then He chanted the Gāyatrī
mantra.

Krsna excecuted all of his duties (kriya kalapam cakara). Being most expert (sattama) he performed the sandhya rites, and chanted the gayatri (brahma) silently.

He would bath in tīrtha water since that is prescribed for the early morning bath. With great care he would go outside the city. He was the best of the saintly in order to show proper dharma (sattamaḥ). Or, he was most expert in the activities of dharma like sandhya rites.
