īśasya hi vaśe lokaḥ

Translation
Śrī Vasudeva said: Dear sister, please do not be angry with us. We are only ordinary men, playthings of fate. Indeed, whether a person acts on his own or is forced by others, he is always under the Supreme Lord’s control.

Vasudeva replied to his sister, “My dear sister, do not be sorry, and do not blame me in that way. We should always remember that we are all only toys in the hands of providence. Everyone is under the control of the Supreme Personality of Godhead. It is under His control only that all kinds of fruitive actions and their reactions take place.

"O most dear one (amba), younger sister! Do not find fault in us who are like play things in the hands of fate. Under the control of the Lord, all people act with so-called independence, and are made to act without choice."

O mother (amba)! He says this out of affection for her as a younger sister. Sometimes iśa-krīdāna-kātarān (men who suffer by the will of the Lord) is seen instead of daiva-krīḍanakam narān (men who are playthings of fate). As men (narān) we have little power compared to devatās and others.
We are not independent. Do not hate us because (hi) all (atha) people who perform acts independently or have acts done to them by others are actually engaged in this under the control of the Supreme Lord. We are dependent. He makes even those who act perform their actions in that particular way. Citsukha has roga-jarā-maraṇādi dharmiṇo vā in the first line.
