Translation
By good fortune a soul may obtain a healthy human life — an opportunity rarely achieved. But if he is nonetheless deluded about what is best for him, O Lord, Your illusory Māyā will cause him to waste his entire life.

“My dear Lord,” Vasudeva continued, “despite all these defects of the conditioned soul, if someone somehow or other comes in contact with devotional service, he achieves the civilized human form of body with developed consciousness and thereby becomes capable of executing further progress in devotional service. And yet, illusioned by the external energy, people generally do not utilize this advantage of the human form of life. Thus they miss the chance of eternal freedom and unnecessarily spoil the progress they have made after thousands of births.

He laments for he who, having the possibility to attain such knowledge by devotion to you in the human form of life, does not attain it. Having somehow attained the rare human form of life with sharp senses (sukalpam), if the person madly pursues his pleasure by your maya, his life is wasted.
Purport (Jiva Goswami)
Vasudeva laments particularly for the person who is caught in saṁsāra. Without effort, because of attaining at this time the effects of previous karma, one may attain human form, suitable for attaining all goals (sukalpām). Another version has sukalpyām. Inattentive to you, the goal of life, his life is spent uselessly. O Lord! This happens because it is difficult to overcome your māyā.
Purport (Sanatana Goswami)
Though I am intelligent, my life has been wasted because of absence of bhakti to you, because of your māyā. One attains human life without effort (yadṛcchayā), by previous karmas. That life has great capacity (sukalpām), or is skillful or healthy. It has sharp senses. Not concerned with the goal, bhakti to you, I waste my life. O Lord, though I am yours, I am foolish. Or because of your māyā, O Lord, hard to overcome, I have wasted my life.
