Translation
Because he has realized Me, a brāhmaṇa is firmly fixed in the knowledge that everything moving and nonmoving in the universe, and also the primary elements of its creation, are all manifest forms expanded from Me.

“A brāhmaṇa Vaiṣṇava, or a devotee already on the brahminical platform, can realize Me within his heart, and therefore he definitely concludes that the whole cosmic manifestation and its different features are effects of different energies of the Lord. Thus he has a clear conception of the whole material nature and the total material energy, and in every action such a devotee sees Me only, and nothing else.

This verse describes the qualities of the brahmana. The special brahmana endowed with direct realization of me (mad iskaya), such as Narada, knows that this universe and its causes (hetavah), the objects (bhava) such as mahat tattva, are forms of me.

Having showed how they are great devotees, he shows the cause of seeing them non-different from himself. Rūpa means “that within which things manifest.” Thus rūpāni here means resting places. The brāhmaṇa realizes fully (ā-dhatte) in his heart that I am the basis of the material universe since it arises from one of my manifestations (mad-īkṣayā).
sarva-bhūteṣu yaḥ paśyed bhagavad-bhāvam ātmanaḥ
bhūtāni bhagavaty ātmany eṣa bhāgavatottamaḥ
The most advanced devotee sees Supreme Lord, one’s object of worship, within everything, and sees everything in the Supreme Lord. SB 11.2.45
māṁ hi pārtha vyapāśritya ye ’pi syuḥ pāpa-yonayaḥ
striyo vaiśyās tathā śūdrās te ’pi yānti parāṁ gatim
O son of Pṛthā, those who take shelter in me, though they be of lower birth—women, vaiśyas and śūdras —can attain the supreme destination. BG 9.32

He shows how the best mahā-bhāgavata is his very self. The brāhmaṇa holds firmly in his heart the idea that the universe, its transformations and its causes are situated in me (mad-rūpāni), because of my glance. Without that glance, the universe does not exist.
